Cardinal Community Improvement Plan
Council has adopted a Community Improvement Plan for Cardinal. A copy of the Plan itself is available here, or at the Township office. The application form and agreement can be viewed here.
Community Development Committee has recommended changes to the building permit fee schedule. Council has approved the changes at the Council meeting on June 25, 2012. Click here for the fee schedule. Brush/Leaf Collection
The Public Works Department will be collected roadside brush during the month of May. For a listing of dates as well as the conditions of the brush collection please click here.
Hydrant Flushing and Valve Operation
Residents of Cardinal and New Wexford are notified that the Township will be flushing hydrants and operating isolation valves in those areas from May 1- 31, 2013. Customers may notice fluctuations in pressure and some discolouration - this is a normal result of the flushing process. It is recommended that customers check their water for discolouration prior to use each day as this could cause damage to laundry, etc.

Water Meters are Coming to Cardinal
Council has now authorized the contract agreement with Elster Meters to supply and install remote-read water meters in Cardinal. It is expected that installation will begin in January of 2013. Metercor is the contractor who will be installing the meters and residents will be able to set up appointments for installation that best suit them. There will be some changes to billing in 2013 to ease property owners into the new system. Once the meters are installed and working optimally the meter reading and billing will be done by Rideau St. Lawrence Utilities. It is expected that the project will be completed by mid-year.

Cardinal Community Garden
A community garden is coming to Cardinal and will be located behind the Public Library building. Contact Karie Smail at 613-657-1635 for more information or check out their page on Facebook. Flower and veggie beds are available for rent!
New Cardinal Arena

Municipal Council is pleased to announce that Ottawa-based Morley-Hoppner Group has been selected as the design builder for the new Cardinal Arena.
The new Arena will include a single year-round ice pad and Council has decided to add installation of a walking track to the facility.
Council has authorized a contract with Morley-Hoppner at a total cost of $6,300,000 plus $150,000 contingency fund.
Site preparation at the corner of Gill and DIshaw Streets in Cardinal is expected to begin immediately and the facility will be ready for occupancy in October of 2013.

Open Air Burning
Municipal Council has enacted By-law 2011-65, being "a by-law to prescribe the precautions and conditions under which fires may be set in open air".
The by-law requires that residents obtain a 'conditional permit' once each year. There is no fee for this permit, but you must obtain it from the municipal office in Spencerville prior to any open burning. Once a conditional permit has been obtained, then you must also get permission prior to each burn by calling the Fire Department at 613-658-3001 or 613-349-4541 (cell).
Other provisions of By-law 2011-65 include the prohibition on open burning for purposes other than cooking in the high density residential areas of Cardinal, Johnstown and Spencerville.
Please be advised that we are now issuing burn permits for the calendar year 2013. Anyone who has acquired a burn permit in the past must renew their permit for the year 2013 at the Township office in Spencerville. Burning trash and plastics is prohibited in the by-law as it is hazardous to the environment and human health. Please click here for more information.

Community Group Grants
The Township of Edwardsburgh/Cardinal has adopted a "Community Grant Program" to provide limited financial assistance to community groups and organizations within the Municipality to assist with activities or special events. Click to view the Grant Criteria and the Grant Program Application form.
2013 Dog Tags
Residents are reminded that it is a requirement of the Animal Control By-law that all dogs in the municipality are licensed. 2013 dog tags are now available at the Township office in Spencerville, or by printing and mailing in the application form together with your payment.

The Township is offering a vacant building lot in Cardinal for sale. This is the last lot at the end of a quiet cul-de-sac in the Meadowlands subdivision north of County Road 2. Contact the Chief Administrative Officer/Clerk for further details - dmckinstry@twpec.ca.
2010 Election - Financial Reporting
Under the Municipal Elections Act, 1996 (s.78(6)), all candidates are required to file a financial statement and auditor's report in accordance with Section 78 of the Act. The deadline for filing financial statements for the 2010 municipal election is March 25, 2011. Workplace Violence & Harassment Policy
Municipal Council has recently adopted a Workplace Violence and Harassment Policy that applies to all representatives of the Township of Edwardsburgh/Cardinal and encompasses all activities. The full text of the policy is available by clicking here.
The Township of Edwardsburgh/Cardinal believes in the prevention of harassment and violence in the workplace and promotes a working environment, free of violence and harassment, in which all people respect one another and work together to achieve common goals.
Any threat or act of violence or harassment committed by or against any representative or member of the public is unacceptable conduct and will not be tolerated. The Township will take all reasonable and practical measures to prevent and protect their representatives from acts of workplace violence and harassment. Furthermore, the Township is committed to investigating reported incidents of workplace violence and harassment, taking necessary action to respond to those incidents and providing support for complainants, all in an objective and timely manner.
Departmental Work Plans
Municipal Council has now received and approved updated 2012 departmental work plans for each of the Township's departments. The work plans are intended to provide council and the public with information on the activities that municipal staff are engaged in. These are living, breathing documents that will be reviewed by Council twice during the year and are subject to adjustment. Click here to view.
